In support of Mdau Lily, Kigali is a very clean place ascompared to other East African cities. Kampala is dirty, Dar es salaamis half clean and so is Nairobi- for the latter two the clean places are parts of the city centre.
As for Kigali, it is clean all through.The trick lies in leadership. The Rwandese administration is hands-on siyo blah blah tu kama viongozi wetu wengine.
